US District Court invitation to bid (carpet replacement project)

Friday, March 27, 2026

The US District Court-Eastern District of Arkansas invites you to bid on a large carpet installation project.  The scope of work will be to remove and reinstall all the carpet in the courtrooms and associated spaces on the first floor in the annex building of the Richard Sheppard Arnold United States Courthouse.  The scope, as delineated on the attached document, includes four courtrooms, eight attorney witness conference rooms, and four jury deliberation rooms.  This work will be managed by the court staff, pending approval from GSA.  The court will supply the carpet and adhesive, but the contractor will be responsible for the removal, disposal, purchasing and installing the base, and other supplies associated with the installation of the carpet in these spaces.

Please provide a list of three large commercial renovation projects and the point of contact for reference purposes that have projects completed in the last four years you’re your proposal.  Your proposal shall be valid for a minimum of 90 days and stated as such on your proposal.   We hope to have the work done in all four courtrooms at one time and anticipate this work taking place in the late summer/early fall timeline.  The court reserves the right to cancel or not award this project if the need arises prior to a notice to proceed.

A pre-bid walk has been scheduled for April 2nd at 2pm.  Please let us know via email if you are participating so we may alert the front security center of your arrival.  Your bid is to be submitted via email no later than Monday, April 6 by 4 pm CST.  If you have any questions please contact Lance Smith lance_smith@ared.uscourts.gov and Amy Rice amy_rice@ared.uscourts.gov.
